1. Relisting Credit The concept of the relist
credit is when you receive a refund of your eBay insertion fees if you
relist your item and it sells the second time around. This only
applies if your item did not sell the first time you listed it.

To help explain when you can receive a relist credit, here is the basic
relisting scenario:
1. Post your item to eBay, paying the applicable listing fees (reserve
price fees, listing fee, image hosting fees).
2. Your item ends without a winning bidder.
3. You now use eBay's "relist" feature to start the sale of your item over
again. Listing fees will be charged again.
4. If your item now sells, you will be refunded any listing fees (except
bold, highlight and other marketing fees) that you incurred during step 3 above.

IMPORTANT TIP: Make sure not to relist the relisted item if it
does not sell the second time around. For example, in step #4 above, if
your item does not sell, do NOT use eBay's relisting feature to list your item
again. Instead, repeat the entire process, meaning post your item as you did
in step #1 above so that you'll be eligible for a relisting credit on your
fourth attempt to sell your item. |

Actual eBay user comments on relist credits:
What to do with an item that has a payment dispute:
"The seller can close the dispute after the buyer has responded at least
once, or if the buyer does not respond within 8 days. A seller can find
all Unpaid Item disputes they have filed in their Dispute Console. The
seller has several options to close the dispute:
1. We've
completed the transaction and we're both satisfied. With this option,
the seller does not receive a Final Value Fee credit and the buyer does
not receive an Unpaid Item strike. 2. We've agreed not to complete
the transaction. With this option, the buyer does not receive an Unpaid
Item strike, the seller receives a Final Value Fee credit, and the item
is eligible for a relist credit. 3. I no longer wish to communicate
with or wait for the buyer. With this option, the buyer receives an
Unpaid Item strike, the seller receives a Final Value Fee credit, and
the item is eligible for a relist credit."
"When my items end without a sale and I don't think they are likely to
sell the second time, I will insert a different item and change
everything, being careful not to raise the starting price, so I can
receive a relist credit if the second listing sells."
